Evergreen Township Minutes November 12th, 2018
The Evergreen Township Board met November 12th for their regular meeting at Betty Janke’s home. Present were: Betty Janke, Rana & Todd Holmer, Scott Ulschmid and Steve Wilkowski Jr.
Steve called the meeting to order. The minutes of the previous meeting were read and approved as read.
Betty read her treasurer’s report of money paid out, money received, money on hand in savings and checking. Balance on hand is $64,361.21. Scott made a motion to approve the treasurer’s report. Second by Todd. All present in favor.
Steve made a motion to pay bills. Second by Todd. All present in favor. Bills presented for payment are as follows: Lake Region Electric $34.14 for electric at town hall, Dan Oelfke $3015.00 for 33.5 hours of road blading, Julie Slevin for general election judge services $75. Todd motion to transfer $3,100.00 second by Scott. All present in favor.
Todd talked to Dwight Drewes regarding snowplowing and he is planning on doing it again this year. He mentioned a few trouble areas that he has had in the past. Jim Schultz had a fence too close to the road and Stanley Malikowski had equipment parked in area where Dwight turns around. He mentioned the mailbox that is too low on 450th Ave and snow drifting issue on east end of 120th st past Rader’s. Todd mentioned that him and Rana checked Schultz’s and Malikowski’s out today and they yards are good. As far as the mailbox issue, the residents have been warned about minimum mailbox height requirements and told that the township and the contractor’s are not responsible if they get knocked over. On 120th we would have to rebuild the road in order to get a better ditch in there so that isn’t happening this year anymore. Rana also reported a road complaint by Mary Thompson, that lives on the portion of 120th st that is maintained by Spruce Grove Township, that their end of the road gets really greasy when it rains or in the spring. Rana & Todd did go over and check the road and it does appear that Spruce Grove has gravelled their part but left our part. We need to make sure to check it in the spring and maybe need to discuss our road agreement with their board.
Todd & Scott filled Steve in on what was discussed at the fire meeting. The fire department is planning on starting a savings for capital projects such as newer equipment like trucks. Burlington and Height of Land Townships felt that a different formula should be used for the capital funds due to their costs going up significantly. Supervisor’s all agreed that the current formula based on property tax values and 3 year average calls seems to be the most fair way, otherwise splitting the capital cost would probably triple our costs and significantly impact our small population township. Steve mentioned that maybe they need to set up a joint powers board with each township, the city and the fire department so everyone would have a vote on the issue.
Scott did go to the County Assn meeting and reported there were several politicians there. The Environmental Services did get a $750,000 grant to build a mattress recycling facility, which will be the second one in the state. They hope to start building next spring. They also will no longer be accepting plastic from hay bale coverings unless they can find someone new to take it.
Rana had Todd and Betty do their campaign spending forms and their oath of office.
Having no further business, Steve made a motion to adjourn. All present in favor.

Board of Canvas was held November 12, 2018
The township had a total of 169 registered voters with 129 voters voting in the general election.
Todd Holmer- Supervisor C, received 104 votes. There were 5 write ins, Phillip Mickelson -3, Kyle King- 1 and Jeremy Perala – 1. There were 20 undervotes.
Betty Janke- Treasurer, received 109 votes. There were no write ins and 20 under votes.
The results were reviewed and certified to be true and correct by The Evergreen Township Board. Rana Holmer, Todd Holmer, Scott Ulschmid, Steve Wilkowski Jr, and Betty Janke.
