Evergreen Township Minutes May 9, 2022

The Evergreen Township Board met May 9th for their regular meeting at Todd & Rana Holmer’s.   Present were: Betty Janke, Rana & Todd Holmer,  Steve Wilkowski Jr and  Scott Ulschmid.

Steve called the meeting to order. The minutes of the previous meeting were read and approved as read.

Betty read her treasurer’s report of money paid out, money received, money on hand in savings and checking. Balance on hand is $175,075.79. Todd made a motion to approve the treasurer’s report. Second by Scott. All present in favor.

Steve made a motion to pay bills. Second by Todd.  All present in favor. Bills presented for payment are as follows:  Lake Region Electric $32.22 for electric at town hall,  Dan Oelfke $2125.00 for 17 hours of road blading, Todd Holmer $75 for machine reimbursement and board wage of $210.49  Todd motion to transfer $2500 to checking second by Scott, all present in favor.

Rana and Julie Slevin will be the election judges for 2022.  They are both set up for the training on June 22 from 9-1.    Rana also said Evergreen will continue to process our mail ballots and would be willing to assist processing another townships mail in ballots.  Also received a letter from Anez Consulting regarding Ashley & Kim Briard applying to MN Pollution Control to modify a feedlot permit with more than 500 animal units in SW 1/4 sec 13 off of 460th Ave.  Currently it is permitted for 4800 head of swine 55 -300 lbs (1440 AU).  The 4800 head currently woiuld be eliminated from the permit.  Proposing to construct a 146.5’ x190’ total confinement facility with under floor concrete LMSA.  This would house 2380 head of swine over 300 lbs and 175 head of swine over 55 – 300lbs for a total of 1004.5 AU.  Board has no issues with the proposal.

Todd received a call from Ross a couple weeks ago requesting rock on his road due to greasy roads and ruts.  Went with Grant Graham to look at road project on 120th st to address drainage issues.  Grant’s quote would remove trees, remove existing approach, construct a new approach and add a culvert in it.  He would excavate on south side of road to form a ditch and reshape road and shoulders.  He will shape and pack class 5 on top.  He will also pickup and deliver the culvert from the county, provide all laborers and operators for an estimate of $8500.  The township will pay the county for the culvert and if want stumps ground or removed by another party.  Steve mentioned he got a call from Ken Rader regarding speed and traffic on the east end of 120th st and reported road is rutted due to lots of traffic.  Ken mentioned maybe widening 120th st and taking down the hills.  After discussion Todd motioned to try Grant Graham’s quote to repair the road for $8500 plus 500 yards of gravel on the road with at least 300 yds going to the repaired portion of the road and the remaining on the first section off of County Rd 41 and to also gravel Balsam 1,000 yds and the west mile of 120th St  We will also have Grant put a SLOW sign on the road by Ken’s.  Second by Steve.   If this doesn’t fix the ongoing drainage issues on the road we may need to look at widening road and taking down the hills, but the cost would be significantly higher.

Todd motioned to raise Dan Oelfke to $125/hour due to rising fuel  & wage costs.   Second by Steve.  

Steve talked to Gerald Wanderi of Corliss Township.  They would like to set up a meeting to discuss the culvert replacement on 100th st maybe next week.  Steve will let us know potential dates so we can get the Special Meeting posted a minimum of 3 days prior to the meeting.

Having no further business, Steve made a motion to adjourn.  All present in favor.
