Meeting Minutes July 2022

Evergreen Township Minutes July  11th, 2022

The Evergreen Township Board met July 11th for their regular meeting at Todd & Rana Holmer’s. Present were: Betty Janke, Rana & Todd Holmer,  Scott Ulschmid. Steve Wilkowski Jr was absent.

Todd called the meeting to order. The minutes of the previous meeting were read and approved as read.

Betty read her treasurer’s report of money paid out, money received, money on hand in savings and checking. Balance on hand is $202,339.48. Todd made a motion to approve the treasurer’s report. Second by Scott. All present in favor.

Todd made a motion to pay bills. Second by Scott.  All present in favor. Bills presented for payment are as follows:  Lake Region Electric $31.36 for electric at town hall,  Dan Oelfke $4750.00 for 38 hours of road blading,  Midwest Specialties $16,596. for 162yds /$12/yd and 1,164 yds/$13/yd of gravel, Pera for quarterly DCP  $310.00 and total board wages of $491.14.  No funds need to be transferred due to County direct deposit into checking account. All present in favor.

Rana informed that the candidate filing period announcement is in the paper and the dates to file are from Aug 2-16.  Julie Slevin and Rana are both trained for the elections this year.  Dave Sorenson also trained , but didn’t do the mail ballot training, so we can’t use him.

Todd did another weed tour and sent 14 weed notices.  Notices were mostly for Tansy, Thistle, Wormwood & Spotted Knapweed.  Seeing more Tansy in the township.  A resident called who has had issues with Leafy Spurge.  We were able to get him some chemicals from the County.  Tim Wagenman on 460th Ave who had Wild Parsnip problem emailed saying he found a few that were missed last year, but overall not seeing as much.  Nice to hear that he is on top of his weed issues, without us having to remind him.

Todd talked to Merle and he is done with Fire Rd, 410th.  Still needs to put 475 yds on 100th st and 150th st on 470th.  Checking if we will have more roads for him.  He did need to raise his rates to $13/yd due to high fuel prices.  Todd motion to approve the raise in gravel to $13/yd effective immediately, second by Scott.  Supervisors discussed what roads could use gravel yet and Rana showed her chart showing what roads got gravel in what year.  Todd motioned to gravel 500 yds on 450th ave from Hwy 87 to north, 140th st eastern 3/4 of road 500 yds & corner by Bonnie Korth (140th st) 36 yds.  Second by Scott.  We will get a map ready for Merle.

Scott did contact MN Dot regarding roads that meet up to 87 seeming like there was quite a bump there, but hasn’t heard anything back yet.  It does seem like they are better though now just from the road blading.

Todd talked to Grant Graham and he will send the bill once the SLOW sign arrives and he installs it.  Todd noted the road ditches also were cut today.

Todd also noted the beavers are back in the culvert on Collette Creek as he has had to clean the dam out several times. Steve doesn’t have time to trap them and said to check with Jeff Holmer instead.  Todd questions our rate of $30 per beaver.  It hardly makes it worth it for someone to come trap them for us, especially when they aren’t even prime.  Doesn’t seem like it is worth it for the trapper when they are cleaning out the culvert and making multiple trips to check the trap when the Supervisor gets more money just to clean it out.  We don’t want to pay them hourly, but maybe raise the beaver rate to reflect all the work they are doing besides catching the beaver.  After much discussion Scott motioned to raise the rate to  $75 per beaver only to non-board members and must be ok’d by a Supervisor in order to get that rate and if it is a relative of a Supervisor it must be approved by a different Supervisor.  They would need to verify that the need is there for them to trap.  A board member would still only get the $30 per beaver and they get the hourly pay for cleaning the culvert out. Second by Todd.  

It was noted that after the storms a week ago that Steve, Mason, Todd, Rana and Scott all were out cutting trees off the township roads.  Most of the issues were north of 87

Having no further business, Todd made a motion to adjourn.  All present in favor.
