Evergreen Township Minutes October 9, 2023
The Evergreen Township Board met October 9th for their regular meeting at St. Paul’s Evergreen Church. Present were: Betty Janke, Rana & Todd Holmer, Scott Ulschmid & Brett Jepson.
Todd called the meeting to order. The minutes of the previous meeting were read and approved as read.
Betty read her treasurer’s report of money paid out, money received, money on hand in savings and checking. Balance on hand is $148,692.97. Todd made a motion to approve the treasurer’s report. Second by Scott. All present in favor.
Todd made a motion to pay bills. Second by Scott. All present in favor. Bills presented for payment are as follows: Lake Region Electric $47.90 for electric at town hall, Dan Oelfke $4387.50 for 32.5 hours of road blading, Bob Mickelson $285.00 for 95 gophers & LM Road Services $2520.06 for Fall ditch clipping and ditch noxious weed spraying. Todd motion to transfer $7,000 from savings to checking, second by Scott.
Rana mentioned a County Assn meeting at the courthouse on October 19 at 7 pm. Rana said she could drive.
Todd called Dwight and he does not want to snow plow our roads anymore. He is tired of the cold and the calls from complainers. He mentioned maybe Ryan Ostermann would be interested. Todd called Ryan about it. He will look into getting the equipment and call back if interested. We haven’t received a call yet. Todd called Dan Oelfke and after he thought it over he would plow our township for $150/ hour & a $500 retainer per month in winter that he doesn’t plow. He has a grader with a wing & a plow truck. He also does Height of Land Township. Brett talked to Bob Keranen regarding snowplowing. He has a truck and would charge us $130 per hour if we are a scheduled customer, but if we want to do a will call it is $150 per hour. He did not mention a retainer and he also plows another township. Scott mentioned Silverleaf got Kurt Osterfelt this year and Charlie Mayfield will be operating the plow for Kurt at $180/ hour and a $1000 retainer. After some discussion Scott motioned for Dan Oelfke to plow for 1 year, second by Todd. Supervisors and Dan can reevaluate how it went after the winter. Supervisors plan is to drive other township roads this winter to compare the plowing.
Dwight let Todd know that he is planning to start 430th project this week and is having it located. He is unsure about removing the big cottonwood tree.
Mike Rux called Todd about having NO SPRAY signs in ditch by his property. Todd talked to Steve Fenske, MAT Attorney, and he said individuals are not allowed to put signs within the right of way by Minn Statute 160.2715 as a misdemeanor offense. He also stated that landowners/residents cannot prohibit the town from spraying pesticides as a means of vegetation control. We have already told Mike that if he maintains his brush and noxious weeds in the ditch we would have no need to do it for him.
Julian Jahnke also called Todd wanting the township to put gravel on his approach. Informed him he is on a county road and that is his responsibility.
Brett mentioned complaints on 460th of Briard’s driving so fast. Todd will call Ashley and ask them to slow down.
Having no further business, Todd made a motion to adjourn. All present in favor.
