Evergreen Township Minutes July 14th, 2025
The Evergreen Township Board met July 14th for their regular meeting at St Paul’s Evergreen Church. Present were: Betty Janke, Rana & Todd Holmer, Scott Ulschmid & Brett Jepson.
Todd called the meeting to order. The minutes of the previous meeting were read and approved as read.
Betty read her treasurer’s report of money paid out, money received, money on hand in savings and checking. Balance on hand is $274,789.81. Todd made a motion to approve the treasurer’s report. Second by Scott. All present in favor.
Todd made a motion to pay bills. Second by Scott. All present in favor. Bills presented for payment are as follows: Dan Oelfke $5,100 for 34 hours of road blading, MN Assn of Townships $1282.00 for liability insurance, Becker County Auditor $4036.12 for assessing in 2024, Lm Road Services $2471.45 for ditch spraying, City of Frazee $15,999.71 for fire contract and CIP fund, Todd Holmer $58.75 for 4 wheeler usage spraying noxious weeds and transfer station reimburse and $491.14in total board wages. No transfer needed due to County direct deposit. Todd motion to transfer $50,000 from our checking to the savings acct, due to higher interest. Second by Scott. All present in favor.
We received a thank you from Frazee Rescue for our donation. Received our Lake Region Electric Credit Statement showing township has $436.34 in capitol credits. MN Power sent a postcard with meeting dates & times regarding a possible transmission project that will go through our township. Also brought an estimate from Uline for a message board option after the townhall is gone we will need a new message board. The message center is 38 x5 x 29 for $685. It has shatterproof plastic, locking windows a 1/4” corkboard and a recycled plastic frame is weather & graffiti resistant. We would need to buy some green treated posts. If we ship posts from them it is very expensive shipping.
Todd removed 40 of gallons of fuel oil from townhall fuel tank on 6/10. On 6/11 Brett & Todd removed the fridge and cut down the light pole. Took the fridge to Scott who will haul to a metal recycling with his work extras. On 6/19 Rana & Todd hauled remaining garbage3, fuel, fluorescent light bulbs to the transfer station in DL. On 6/20 LM sprayed ditches. Todd let some residents know LM was going to be spraying, unfortunately later found out that resident told LM not to spray in certain areas that we now know have Wild Parsnip and Todd is spraying it. On 6/30 the Collette Creek culvert is plugged again. On 7/2 did 2nd weed tour and found Wild Parsnip, Tansy, Thistle & Knapweed. Sent 6 to the County for 2nd notices, sent 1 verbal notification and sent 7 new notices. On 7/3 checked with Alajoki when they’d be starting to haul and they figured 2nd week of July. On 7/7 sent another notice to the County. On 7/8 Found Wild Parsnip, Thistle & Knapweed on 440th where LM Road Services was told not to spray by the resident. Going forward residents will get a notice that spraying will be done with no other information. If residents do not want their ditch areas sprayed they need to maintain the brush and all noxious weeds themselves all summer long, otherwise we will be spraying to maintain brush and noxious weeds on our portion of the right of way. On 7/9 contacted Brandon at the County to inform of Wild Parsnip & Knapweed on 87. On 7/12 Scott had a report of thistles by 110th St west of 39. Todd sent them a notice with a short deadline. Did another weed tour on the 12th and found Wild Parsnip on 460th, more Tansy & Spotted Knapweed.
On 6/18 All the Supervisors received a call from a Becker County Sheriff’s office Investigator. A resident filed a concern of possible embezzlement by Todd with gopher feet as he has turned quite a few in the last few years. After he spoke with all the Supervisors the Investigator felt this resident should have came to a meeting with this concern. Brett & Scott both told the officer that Todd has a couple hundred traps and traps more than just his property over the past several years. Todd stated this was due to the fact that there were years he didn’t turn any feet into the township and Rana wanted some of the containers out of the freezer as they were filling about a third of our one freezer. Todd did file a FOIA request and does know which resident had the concern. Going forward all gopher feet will be brought to Brett for counting and disposal since he doesn’t trap gophers.
Also discussed what to do with the remaining Centennial Books and everyone agrees we will just give them away on a first come first serve basis. Rana will put an announcement in the church bulletin as many there would be township residents.
Having no further business, Todd made a motion to adjourn. All present in favor.
